Licensees develop management plans for this area that meet non-timber objectives and forecast a sustainable harvest level. So while the total area is fixed, because of the introduction of non-timber objectives (including Protected Areas), the area dedicated to full timber production is reduced and thus the sustainable harvest levels is reduced.
